Dear Leader is quite fine, as far as I can tell. We just coathangered ("Oh god Goons making fun of Abortion!") a few IRC titans, and our **** and pillage ("Oh god Goons making fun of ****!") of Tenal continues without any real resistance.
Preparations for the Jita Holocaust ("Oh god Goons making fun of the Holocaust!") continue quite well. It's rather amusing to see the preemptive freakouts we're seeing on the forums, especially with the "LEET PVE" guys quickly try to figure out how to tank a Freighter.
We're all looking forward to the day when we can bring such important and vital player content to EVE in lieu of sui... Jihadswarming ("Oh god Goons making fun of religion!") every industrial and freighter coming in and out of Jita for a few weeks.
Remember capsuleers: All of these sectors are yours except Jita. Attempt no travel there.
But back to the thread at hand. The fact of the matter is that something like this would require some API changes so that anyone could see anyone's skills -- at least if we're going to see this implemented in a player API system, which is the only place it really would make sense. Trying to retrofit the CCP "roll your own pilot" system to a "score" system would require a complete re-think of how EVE plays.
PVP is so dynamic that it's just... I dunno. I could, however, see something like that in an expanded version of the Certificate System, which would make certain things a bit easier to digest for new players. Especially if, say, World of Darkness or a theoretical new "Newbie Capsuleer" Expansion for EVE added it.
In short, I don't think it's a bad idea, but it could be done in a Player-centric system like player ran killboards, or "rating" your character based on various points systems, but... yeah, I dunno. Ultimately I think it cheapens the experience. I'm not a "Level 5 Ratting Jew, Level 1 PVP Ganker, Gallente Ship Spec", I'm Xython, proud PVE specialized Goon.
Having said all that, it would be trivial to assign various points to skills, maybe based on a specific skillset (Carrier skills aren't that useful for a Miner, for example) and then have a system read, say, a EVEMon character data dump and calculate the skills based on that. You could then, just as an off the cuff example, load up that URL, paste in your character, and it could spit out a "score" or even a pie chart or other visual metrics of your character. Kinda like how WOW-Heroes can take a look at your character in WOW and say "welp, you're pretty well geared for hit, but your crit rating sucks ass, here are upgrade suggestions."
In fact, if I were a greater Goon, I would suggest that a basic website that links in with the EVE API would work. You could put in an API generated with skill information available, and the thing could check your character and say "welp, you're doing ok, but getting that 4th Level of Evasive Maneuvering would help your combat ability." And of course, since I'm a Goon, I would suggest that such a website could have a few discrete advertisements and would probably pay for itself and maybe an EVE account or two in the process.
