Stats are more important than anything, by a huge margin. If I select all the components necessary to hit my target stats, and the thing looks like a pile of crap, I could not care one bit. Neither will anyone else. Some people might make a bit of noise about it, but they will be ignored and a week later they will forget they even cared.
really beautiful ship doing 500dps and tanking 500dps vs really ugly ship 550dps tank 550dps = really ugly ship every time.
The looks are simply not an issue, even for the people who think they are. |

I think the best solution to the ship design vs. stats thing is to make all the crappy stats mods the best looking, and the best stats terrible looking |

Like Snake Tanuki said, it would be a shame if the ship parts are set to a static ship part, as this will result in someone not long after their release designing the best possible ship for purpose X and then it just becomes a cookie cutter design which everyone copies and the whole point of individual designs goes down the toilet.
Maybe rather than the total freedom that Snake Tanuki suggest, they should have certain stats/abilities tied to a selection of 3 or 4 ship parts so at least even when the FOTM design is found it will look different depending on the pilots visual preference.
As a side note, will you need certain skills to design and build these ships? (Im assuming the answer to that is yes based on other knowledge of Eve)

Whether it's official or not, I'd bet money that T3 will start out as steaming piles of fecal matter. And due to the predictably insane cost and lack of performance, nobody will fly them. So CCP will use the excuse of not having enough data to figure out what needs fixing. Brilliant!
But on the plus side, they are doing some stuff right! The GTC market idea is fantastic. It should be even cheaper not to pay CCP money!
