I'd like to know this, too. Let me add this question to the thread as well:
Can they locate players who are currently offline (e.g., at the station they logged out from)?

Yes that they can. i've just forgotten how far they can search.

This:

It _was_ like that before. So, as far as locator agent functionality goes, nothing was changed in the QR-patch.

yes. and its actually the perfect time to locate your victim. as you then know where they logged out and can go hunting accordingly.
also if you go to the agents details you can get the exact time he takes to give you the info. you talk to the agent as usual and it should have an option to "can you help me find somebody" if they can then you get a price quote and then he evemails you (generally within 3 minutes for universe wide) with the dirty scumsukers location. its also restricted to use and theres a delay each time you search.
just use it wisely and plan ahead.

Restricted how? As in I can only make requests every n minutes or every n missions? Or is the only restriction the required standing?

I've been using locator agents for a long time. It has always been this way. Prices to find people may be different, the amount of time to find em may be different, or the amount of time between searches may be different for each agent. But it has always been this way.

both. you need standings to take to the agent so you are restricted by level/agent/corp/faction in that respect.
also the delay in minutes is that the agent will only search once every X minutes for you.
