Ok, I set up another fit last night for S&G's. See how you like this one too. It is not as exciting as the close range fit, but it is still pretty fun.
High:
1 - 650mm 'Scout'(Plasma)
1 - 650mm Gallium(Plasma)
1 - 650 Standard un-named(Plasma) :(
Limos Heavy Launcher (Widows)
Limos Compact (Defenders) - I do not know why so many people do not like defenders. I did not get hit with even so much as one missle with 4 missle rats on me 
Mid:
Med SB 2
Cap Recharger
10MN AB 2
Low:
Gyro 2
Tracking Enhancer 2
F-AQ Delay Line (More tracking/range = gud)
Inefficient Med Armor Repairer
RCU or PDU (cannot recall offhand)
Turret effective range begins at about 35-40 km scratching for 35+. (had one wrecking for 115 at this range)
Once you hit ~20KM it increases to an average shot dmg of 70-100 (had a few wreckings for 200+ at 14-20km).
Good hitting ability and damage all the way into 10km. Inside 10 you start missing alot, but hey THAT is what the heavies are for :)
Oh, and I can still armor tank anything you might find in the .2 system I hunt in everyday.

ok thnx for all your replies. will try and find all this named stuff lol. Also the title asks for set-ups with the rifter as well, so if neone has a decent set-up i would like that as well.
Again thnx for all the set-ups, gonna try them all out as soon as i have the zyd for my tempest (need it for the financing of getting everything i need here lol)

Here is my rifter setup.
1x125mm 1x150mm (scout if posibile) 2 rocket launchers.
1 10nm ab + 1 small shield buster
1 reactor control and power grid thing.
power grid is 47/48 with my skills
total speed is 2070, orbiting at around 1200m/s at 1.5k
the only think that can even hit me is 12.5k rats blood archon. but they do 2-3 damage. cruisers aren't realy a problem. rocket launchers are really nice they hit every time within 8k range. very fast also.
i use emp or phased phasma. when i use emp -50% range i orbit at 50k. also light misiles don't seem to be able to hit me. rifter is really great. have solod more than 150k spawn. sometimes u need to get out and come back.

Dexter - you still fit MWD instead of oversized AB? I've followed the crowd and moved to the AB but I'm having trouble getting all my other toys onto the rifter now (still 4 days before I can fit an aux power core). For rat hunting/agenting how much of a problem is the increased sig radius from the MWD?

PP i used to run my rupture through oijanen solo (0.6 but lowest i would go) and nvr had a problem (worst damage was 6 kestrals with PP missle load outs...
High:
A)2 named 720mm howis (proton ammo)
1 425 mm AC (plasma)
2 standard launchers with heavies (swap for heavy launchers) (widows)
1 malkuth assualt (defenders) (swap ammo to rockets for frigates)
B)4 720mm howis (plasma)
2 heavies (bolts/widows)
Med:
1 large shield booster*
1 10mn AB
1 med shield expander*
*would b more effiective as med II and shield amp
Low:
A) cant remember what i had for this set up 
B) 3 RCUS (for 720mms)
1 OD
1 Damage mod
it isnt awesome, buti liked it :)

not as big of a problem as most would lead you to beleive, if you use a cruiser AB on a frigate guns wont hit you, if you use a 1mn mwd guns still dont hit you if you fly your ship correctly, keep transversal speed up etc..
with only 2 lo slots on the rifter i prefer to not use a micro aux since i find a small armour repairer to be more beneficial when in PvP or PvE since you can always break off the fight to repair if you fly smart enough..
when the individual sized ab`s and mwd`s came out with castor it was a enw thing, then eventualy players got smart and fitted oversized ab`s to their frigs to save cap and sheild points,, now that new thing has become old and to be different these days you have to fit the mwd again  since everyone is running around with ab`s you will have a loverly speed advantage in combat also
