Killing miners has been risk-free for pirates. I propose a way for causing little risk for miner hunt: Mines
I propose three types of mines that cause interruption to ship that is caught in its disruption blast range.
1. ECM mines. They would cause ECM burst effect one time. 2. Energy Neutralization mines that make some capacitor vanish. 3. Web mines that stop ship or cause web effect for short time.
To prevent deployment of infinent amount of mines I propose skill that limits mine amount and there should be window that tracks all deployed mines and allows remote destruction of mines. Also right anchor/activation time creates some difficult for use of mines. They would need to be anchored/activated before they work.
Comments are welcome for my suggestion.
Mines would make flying is space (FiS) alot more interesting because you never know what you bump into.

only thing that would be useful would be the ECM mines. and those would just be negated by gankers putting ECCM in the mids as they don't have much use for the mids already. |

Mines are a terrible idea . Although i am against the suicide ganking of miners i am against mines . THey were terrible when they were implemented years ago and abused quiet badly .
However other ideas like drones on belts that attack anyone with weapons fitted or having the asteroids create a cloud of dust that makes it harder to lock onto miners . This would reduce the risk to active miners and still leave suicide ganking to deal with bots and afk miners. |

If you are proposing this for null-sec... go and get some protection from your corp/alliance mates. Your idea would be abused by large alliances to effectively "shut down" gates with no real effort using massive clouds of mines (ex: limit 5 mines per person... get 50 people to lay down mines... have 250 mines all over the gate/structure).
If you are proposing this for high-sec/low-sec... the reason mines were removed in the first place (yes, they existed before) was because people would plant them in low-sec, go into high-sec, and then get CONCORDed when someone in low-sec hit them. I have no doubt in my mind that something similar would happen in reverse if you allowed mines in high-sec (e.g. people plant them in high-sec, run into low-sec or dock up, damage/kill someone without getting CONCORDed).
In order to make this work the way you envision, you'd have to revise a fair bit of the aggression mechanics in high and low-sec... and in doing so you might make it MUCH easier to get ganked (being able to "proactively" defend yourself without consequence allows others to do the "same thing" as the system doesn't differentiate a miner from a ganker). Change isn't bad... but it isn't always good. Somtimes, the oldest and most simple of things can be the most elegant and effective. |

So if someone warps into the belt looking for belt rats to shoot these drones would attack them, what an absolutely stupid idea. I've warped into a few belts where miners were sat to attack the belt rats. If any of them had had drones like these they would have attacked me. I can guarantee that if that had happened I could have been back in the 15 minutes to blow their mining barges up, that's for sure.
If you want this kind of protection get someone flying a cloaked blackbird or falcon like our corp did some time ago on a corp mining op. Roses are red. Bacon is also red. Poems are hard. Bacon. |

let me remind you all, that proximity mines have been in the game before, and there's a reason why they are not in game any more. |

This is a superior idea to the op's own, as stated multiple times already that mines have came and gone from Eve, and there have been several occurrences of people who wanted to do one bad idea for mining while others came up with hostile areas that barges would be more than capable of surviving for long periods while combat vessels would get their stuffing kicked in. This second idea I approve. Where the science gets done |
