This setup delivers alot of damage (600-700 kinetic incl. drones) to ALL ship types. Also, the tank is perma and rather cheap (less than 50M). The resists are more than enough since you have such a great gank! Everything just melts...in particular the battleships.
Remember, these days fury ammo deals more damage than before, have better range, and no cap penalty. Sure, your sig radius is increased, but that is of no importance since you will gank and perma-tank everything anyways!

How much does this set up tank ? ANY lvl 4 ?
Is it better to go active over passive for pve ?

There is no need for the Cap Battery. Use a CFC and you get a Capstable Tank. In the free Medslot put a Boost Amp or an AB. With Boost Amp instead of the Cap Battery it tanks from ~500(Blood Raider) up to ~1170(Gurista).

NH can tank any L4 with relative ease. You still want to pull the correct triggers in the more involved missions, but the NH setup you quoted should be more than sufficient.
As for the active vs. passive in PvE, that depends entirely on your skills and on the mods you use. The reason for going active is that you can free up your lows for damage mods. I fit 4xBCUs on my setups to get max damage (yes, the additional 7% from the 4th BCU IS worth it if you can spare the slot). Active tanks also benefit from a small signature radius, which is important for smaller ships like the NH/Drake since their natural sig radius results in 30% less damage from torps and cruise missiles.
Going passive is a bit less skill-intensive, but you also do less damage. Going passive is also a must if you tackle missions with neuts as they will cap your active tank dry fast.

Expensive but not silly
Low 4x CN BSU Damage control T2
Med Dom AB Pithi A-type small shield booster CN shield boost amp 2x CN IV
High 6x CN HML or CN HAM 1x whatever (cloak, tractor, drone range )
Fast, tanks plenty, perma tanks with good skills and you still have 2 rig slots for whatever you want , I would prob go for 2x Auxilary Trusters ii and put HAM's on it EFT with speed and damage implants and all to 5 SDE/RDE 443 DPS 662 (HAM tech1 ammo) speed 498

I've since since switched to an active tank since it can fit a 4th BCU and it can comfortably fit a 10mn AB for missions like worlds collide where you need to travel a distance.
Current setup
6x HML II, use Furies on BC/BS. 1x Drone Link Augmenter
2x Mission specific T2 Hardeners. 2x Pithi B-Type Small Shield Booster (just 40m each before someone cries 'Oh my god!') 1x 10mn Afterburner OR T2 Passive Amp. It occured to me today that a Grav backup array might be useful in missions where you get jammed. I have no idea if that would be effective though as Ive never used one.
4x Caldari Navy BCS. Not a whole lot of difference if you replace the 3rd and 4th with Tech 2. Obviously you can just go for 4 T2's if you feel its too much for a mission ship. 1x Cap Flux II
1x Core Defense Operational Solidifier 1x Capacitor Control Circuit
5 x Hobgob II (good all round, with thermic being the secondary weakness of most rats you face)
Currently 657dps with a 5% damage and 3% rof hardwiring. 20 or so more when rapid launch V is done. Over 700 if I do CS V... which I'm tempted to do.
To the OP - While I'm sure an Omnitank is possible much of the time, there are some big hitters where it wont be. I recommend taking the time to use mission specifics anyway - it means that for most missions you won't need to give any attention to aggro management.

Nah just *yawn* tank until they quit jamming then kill the jammer. Slot can be much better used than for countering jamming npcs. |

Anyway I have been doing level 4's and havent come accross any problems with this:

Drone Aug. 6 x heavy launcher II's Mostly Scorge missiles but I change depending on rat and mission not as much effort as you may think just have it all stocked at the agent base and change based on mission.

I just go for more damage rigs havent had a problem tanking any level 4's so damage just = speed for me.
