Yeah but here's the thing; you can activate the cloak before the MWD (and any other module you might have), there's a few second gap where you're cloaked but can still activate modules.
That way you're cloaked earlier and you already have some base speed before activating the MWD which helps with the overall distance covered by the MWD cycle.
And again, low slots are for fitting modules if needed or overdrives (or cargo expanders )

Falcons are horrible for running camps, they're a slow lumbering pig of a ship so they take forever to burn out of bubbles and/or align to the next gate, and if properly set up as jamming ships they'll have little to no tank once they are de-cloaked.
If you're scouting or running solo, take a nanofibered covops, or a more agile/tankier Recon (Rapiers can be fairly good at this) -----------

I'd agree, Force Recons and CovOps have very different uses.
CovOps run gates, scan and scout out enemies.
Force Recons are good for sneaking up on a target, catching it, EWARing it and holding it - if the target isn't suitable, then they can melt back into the night.
