is there belts in high sec caldari space with kernite or omber in them?

Not as far as I know. The best I found in hi-sec Caldari space was Plagioclase. It doesn't matter anyway; at current mineral prices Omber is the second worst ore to mine (only Jaspet is worse) and both Veldspar and Scordite are worth more per m3 than Kernite.

i just want a ore that gives isogen thats in caldri high sec place for construction purposes

Do you do any exploration? I am normally over in Amarr space where kernite is abundant and omber isn't found. Probably half the hidden belts I scan down have omber in them. I don't know if that's my bad luck, or if the distribution favors ore types that aren't normally found there. If it's the latter, you could probably find both by exploration. |

You can find Omber in Gallente systems, usually 0.5-0.7, or something to that effect. I'm sure you will find plenty of it, since as other have pointed out, it isn't a valuable ore at the moment.

The best place I know to find Omber in Caldari space is in mission pockets.
Rogue Slave Traders 2 (level 3 or 4) is good (6 or 8 50,000 unit 'roids)
There are other that are just as good.
Do some missions or find someone to tell or sell you the pocket location. |

The obvious answer is : mine whatever gives most ISK/hour, sell the excess minerals and just buy Isogen.

Bascially NO!!!
just like you dont find PYroxeres in Gallente high sec, unless it is in a mission pocket.
Your best plan is move to gallente or amarr or minmatar for a week, mine omber or kernite exclusively then return to Caldari with your stock, please check your area before you do, in case there are regulars there that clear those roids!

umm I mine omber in high sec all the time, sorry guys but it IS possible, it's just not in public fields. You have to run mishes to find it so not sure if that helps the original poster or not.
the lvl4 mishes I run frequently spawn asteroid fields with low-sec ore. The last one I ran spawned 8, 50k roids of omber, so 400k of omber in high sec...sold it for 24mil
...the roids also respawn with the server reboot, just like the rats do, so if you wanna keep mining it day after day, don't end the mish. Clear the room with the roids, mine your hiney off, then wait til the server reboots and do it again.
in fact, I just mined 2mil worth of gneiss in high-sec last night that spawned in a lvl 3 kill mish. Not a big haul, but it was there nonetheless |

LVL4 Mission Enemies Abound 1 of 5 has the following ORE:
1,260,000 Omber (14x 90k-roids)
800,000 Scordite (16x 50k-roids)
350,000 Kernite (14x 25k-roids)
