No, it needs cosmos reps. I once got 100M out of a Hurricane solo kill, 2x meditation reps dropped. After that, every cosmos fit ship gets my 100% seal of approval.

EDIT: Also, get Scorch M balls for all your guns. You won't always be fighting inside that 7-8km window, and even if you do, you might want to consider AN Multi M because of the superior tracking. Conflagration really sucks if it comes to that.

ive flown this fit for a wile and there is no problem with it works really well in roming gangs i fit
low slots 800 rolled tungstone dc2 1 adaptive 2 3 x hs 2
mids ab 2 disruptor 2 scram 2 x5 web
hi's hp 2 con hp 2 con hp 2 con hp 2 con hp 2 con hp 2 con
rigs 3 x trimark
gives ove 52,000 hp with minimum resits a 50% and over 1500dps per volly

There are two schools of thought that I have identified when it comes to the Harbinger.
Plate/Tank: Repairer, 1600 plate, EANM, DCU, 2x HS, 7x FMPII. Rigs to increase hitpoints.
Gank: Repairer, DCU, 2x EANM, 2x HS, HPII. Rigs to increase damage.
Dpending on who and what you fly with both are viable, personally I prefer the all-out gank, don't have the patience to whittle a target down or watch someone do it to me

If you don't have the skills for the gang mod, change it to a neut and you can upgrade the guns to HP IIs. But if you do have them, the bonus from a gang mod is much more helpful to your fleet than a little more dps from HP IIs. -----------

a. You can switch between Amarr Navy Multi and Scorch depending on the target. If you go for close range tackle, its high damage, go in and web the target and if its long range kiting, you can still do that.
b. The cap injector allows you to be able survive being neuted, as well as giving you the ability to use the MWD much more often.
c. Nobody in your gang cares what your ship does if your target harmlessly MWDs out of your point range and lives to fight another day. The fact of the matter, is in QR, the more tackle, the better.

Did I say I fly it? :P Besides it has decent buffer actually, tho to weak on cap for any prolonged fights.
Tho I also said gang, not solo. There is a big difference, you should know.
