I currently have a 2.5 sec status & I am hoping someone will please tell me the fastest way to get legal. Thanks.

Thx, I was hoping someone would explain the actual mechanics of how to build it the fastest way. I have seen it before....cant find it though.

Kill rats in 0.0 and you will get sec status quickly
Kill/pod people in non-0.0 and lose sec status like nuts

I think the op wants someone to explain that you get a sec status increase every 15 minutes. If you kill a BS in each system in three systems (kill, jump, kill, jump...) you will effectively get three sec increases in 15 minutes rather than just one.
At least that is the most basic form... also train that one skill 
Lower true sec systems are better, since high bounty rats and officer/faction spawns give more sec increase. Anywho... that's my being helpful for the day
