Correct, there is a character called EBANKO. He has been playing for some time so we aren't about to petition him. He has standings and his own corp etc. He probably had his name before EBANK was created.
Impersonation can be dangerous as typo's can't always be blamed for falling for them. A lowercase "L" and 1 are almost undistinguishable in the Eve client > l 1 . So someone using EBANK Ricdlc can actually be scamming by making use of an exploit in the text visuals of the client rather than hoping for a typo.
These people's aren't actually as successful as they hope to be when creating these character names. I have only been approached by 1 person since EBANK inception who advised they had wired a few hundred million to a scam character.

A new set of Ricdic clones just ****ed up.
Somebody was creative and put "EBANK Riddic" and "EBANK Ridic" into "3BANK" corp .
Poor guy. He has been petitioned now.

The difference is that one is an item and the other is a person. Being a game with a single shard environment and a heavy politics component identity has value. Long ago this "cloning" of names was squelched because you'd have people going in game or on the forums as someone else for the sole purpose of destroying their reputation or credibility. As an example, Shar TegraI would go posting on what passed for COAD then and go instigating all kinds of fights and conflicts that I, Shar Tegral, had nothing to do with. Then the same Shar TegraI would be in game, with the same avatar, scamming people in local and on escrows. Again, I had nothing to do with these actions however didn't stop people from bashing in my door. This kind of scam takes my identity and uses it. I did all the hard work of building a solid reputation and someone stole it in a way I can't defend against. Furthermore it is an insidious theft that easily draws in prey and is extremely hard for both victims to address. Being as identity is a very foundational aspect of Eve Online it is, and should be, vigilantly (and viciously) guarded. Being able to grief someone out of game by spoofing their name (and destroying their reputation) is most certainly wrong and very very lame. And if you don't think it is griefing, keep that to yourself as you are exceedingly inept. Intellectually and morally. Now to a more current example, you'll note the similarities here and here. If you dare, explain to me how this is similar to the " Raven is not a Navy Raven" scam?

Here's a rule of thumb about how you can tell if it's an exploit/scam or not:
Scam/Exploit: It can kill(Ship, pod, your name) you without you being the cause or having chance to do anything. Impersonation you can't help against, and it can "kill" your name. Thus exploit. Not: Anything that saves you from being killed by others(Logoffski)

Friend of me got scammed 19bil for a nyx by a guy named something like kribba, by the time GM's with brains looked into it (after some stupid replies from some of the GMs) the scammer already deleted the account and spread out the money. there was nothing the GMs could do cuz he deleted the account or something, so my friend didn't got his money back. ------------------------------------------

Technically they are not breaking they EULA. The CSM is outright wrong. That said, CCP may enforce it other than as written and stop said names.
It would be a shame if CCP went against its long standing policy of hands off to protect this silly bank.
If you think corp is different than a guild or clan you have some insecurity issues.

In case you dont understand why its not against the EULA
It says you a PLAYER can not use another players CHARACTER NAME to mistrpresent who you are.
This fails the CSMs claim in 2 ways.
1 You arent using another characters name -you useing a name similar to the characters name. That is clearly not what the rules addresses.
2 The rules is stated with respect to misrepresenting who the player is not with respect to misrepresenting who the character is.
There is no way around it. Technically the EULA does not forbid making a name similar to another characters name. If you stated that you were someone else IRL on the other hand that might be against the rule.
If you think corp is different than a guild or clan you have some insecurity issues.

And just to beat a dead horse I think the CSMs should be more careful as to what they say.
Their word may be just as meaningless as everone elses, but many players think "CSM" stand for "customer service manager"

Whatever your issue is with the CSM it has nothing to do with this thread. LaVista Vista is only stating what is and has been for longer then he, and likely you, have been in Eve. Of course please don't let facts or reality dissuade you in any way. I believe that even the mentally infirmed and/or the intellectually challenged should be allowed to speak. In your case I believe this twice as strongly as you are obviously eligible for both categories.

Don't forget that the Terms of Service clearly state that "CCP reserves the right to close, temporarily or permanently, any userĘs account without advance notice as we deem necessary" and that "[CCP reserves] the right to ban any user from the game [..]". Actually there is a way.
If a person delted a character and you took the characters name then represented yourself as that real life person.
As it is written the rule is intended to stop what would be the converse of meta-gaming. Its againt using an in game action to fool people in real life.

You seem a little confused, so let me shed some light.
In the past, present, and future CCP will force players who try to come up with names similar to "EBANK Ricdic" to pick another name. Repeated offenses have the potential to earn the offender a ban.
This is a fact. It has been a fact. It has happened. It will happen in the future.
I'm not sure how else I can spell this out for you, and if you should have trouble understanding what I just said...you may want to spend a few more years in a school/university/college/mental hospital.
Oh, and I'm smarter than you. 
p.s. Ok, not sure about that last bit, just thought it'd be funny to say.
