Hmm though it might create some petty blobbing hot zones between empires, no idea there are a lot of pros and cons to this. From fostering regional markets, breaking good streams between hubs and regions, moving a lot of traders and industrialists to other less bothersome games.
No idea it sounds a bit like putting hefty compression bandage on the Superior vena cava of high sec trading and asking the whole economy to still reach top times in 100 meter footracing.
There is a non zero probability that the whole will just collapse before passing the first five meters.
Not so serious idea:
I would rather like to see some more or less automated import export taxation system.
Basicly in each high sec station there would ba a local custome support agent, the player could click this agent let him take a look at the cargo and tell him where he plans to sell those goods, he would then be asked to pay a nominal fee for the ship and the goods with the pilot recieving a "tax bill". (this tax bill has additionally a certain time span in which it is valid.)
Could is especially meaningfull here as there is no must.
Now the thing is when jumping into a system there are custome agents in space, and three systems around a high sec border gate between empires those would also scan for valid tax bills. Should they find one there is non problem at all however if they find someone lacking it the player will find himself having lost a fee.
However when going through low sec there should be no need for those tax bills, a sort of duty free zone. This would leave three possibilities either aquire a tax bill and be on the safe side, try your luck, get yourself a scout, or move stuff through low sec without the hassle of taxes.

Little idea for low-sec:
As it is a lawless zone anyway why not introduce salvage sites, like mining, hacking, archeology sites those can be found with probes, however instead of ores, hacking or archeological container they provied a lot of wrecks that can be salvaged.
just an idea.
