This may just be me but in the last few weeks it seems as if belts in Hi-Sec just don't have ore. Now I know some areas get mined out heavily for periods of time. I know this so I've spent the last 3-4 days exploring to try to find halfway decent belts. I can't find anything decent. The sentiment of miners who I meet is the same. WTF is going on? It's like the belts aren't even spawning. Now granted I haven't traveled everywhere in hi sec but its been the same wherever I have gone. Is this something others are seeing as well or is it just me?

Yea, thats possible. Winter is coming so that always means more people on eve.

Afaik, the roids are supposed to respawn around twice a week, and grow over downtimes when they are not depleted. Which leads to huge rocks in systems that are never visited.
This is where the real bot problem comes in. In my home system, there are around 4-5 bots. They mine 23/7 no matter the roid size. This means that even small roids are totally annihilated. It does seem to lessen the rock spawns.

Your absolutely right about this. I had forgot about this possibility until you mentioned it. Its quite possible to run Lvl 4s with some mining barges standing by. Obviously the problem is the frequency of missions in which there are large roids.
