Really? What about the pirates that ransomed a battleship for a pizza delivery? Were they violating the EULA?

If you don't do it through in-game/in-forum mechanics who is to say that the ISK wasn't just a friend being generous?
Say you help your buddy work on his car, or your roomate pays you his rent in ISK... might be against the EULA in practice, but it is unprovable as long as both parties are ok with it.
The answer to your question is "No", but there are loopholes of course.

It isn't illegal but I'm pretty sure that it's against the EULA. -- (Sarcastic mission running veteran, 4+ years)

Seing how no in-game money nor, well, anything at all changed hands in-game, that particular scenario wouldn't technically be against the EULA

In other words, it would have maybe been unprovable if you wouldn't have been posting about it (even if obviously against the EULA), but now it's a bit late for that
Now, would you offer that Nero as ransom instead of ISK, or as "goodwill tribute" for blue standings with some 0.0 alliance or other such non-material thing, that would (borderline) be technically not quite in breach of the EULA Of course, CCP can (completely according to their own EULA) cease allowing you to login for absolutely no reason whatsoever "just because they feel like doing it" (even if they seldom would even consider doing it), so it kinda' balances out
