It happened alot.
During Empyrean Age/Faction Warfare testing, in at least one event Fedathrons were spawned as rewards for taking part in it.
They could be seeded for Armageddon Day #3, but that's about it. I'm all for more faction ships, but no recycling of tournament/event prizes please.

I see no harm in making them available to the public, except the harm it would do to someone's delicate sensibilities and sense of elite pvpness due to past accomplishments. CCP does not need to pander to elitism, that era is supposed to be over.
Make them available, somehow.
The problem is, they have stats designed with "only 4 ships given out as prizes" in mind. Not general availability.
If they ever were to be released via LP stores, which Greyscale once proposed and got bodychecked for it, they would have to be toned down a bit.

That's not why they stopped. With the current amount of ISK available, these ships get sold for so much, that selling your tournament ships prize has the potential to influence the political landscape of New Eden. At least that was the reason they gave when the first tournament was announced without ships as prizes.
@ The guy with the "they will always be the originals" argument. LOL? Every item with type ID 12345 equals every other item with type ID 12345. You'd need to have public statements from all buyers and sellers to create a chain of posession to be even remotely able to tell which one is "the original".
Of course most holders are known right now, so we're good until it gets traded. But the holder could buy a new one, pvp with the original, and still have a valid claim to still posess the original.
There simply is no way to make them 'available yet unique' in which case unique is the far more important part considering Eve is supposed to be a persistent world.
