I have flown Tempests for around 9 months now and since the last few patches decided it is now best fitted to transport valuable minerals.
I no longer have much of a reason to use it for combat anymore since other battleships I own fill that role soooooooooooo much better... sad too. Being Minmatar I always prefered to fly my own race's ship but see little point in it as of right now.
Guess I will evaluate this decision as time goes on.

There's nothing wrong with its dmg output.
Actually I dont have much problem tanking with it too much my prob is its dmg output... I guess for flying a tempest for 9 months I still only got lrg projs 4, minmatar battleship 4 and surgical strike 4 but while hunting with a friend, his geddon was easily putting out 1.5x the damage my tempest was doing.
From 60 km out my 1400 mms were only scoring average hits around 180 damage while his tachs were averaging around 300 damage and that was with my ship sporting 2 optical tracking comps and 3 gyro IIs and him with no damage mods or tracking comps. And the max hit I got from my 1400mm was 325 and the max hit he got with his tachs was 753. 
Guess I got use to my 1400 mm scoring average of 700-800 hits a few months back. Even with lesser skills I still score alot higher damage in a geddon or apoc myself. I just feel so dirty flying those nasty amarrian ships.
Even with 2 opticals my 1400mm were missing more than they were hitting and same goes when I use my 800 mms trying to armor tank and getting close in and thats matching targets course and direction to keep trans. speed as lower as possible.
Guess I'm doing something wrong I just can not figure out, so it makes the other ships just that much more forgiving to fly.
