(Real life issues) Anyway I have been back a week and realized that I have forgotten so much I was wondering A. Is everything in the Univers sold on the "Market" or are there some things that cannot be puurchased off of it. B. If I want to buy a GTC for a friend can it be done and can it be placed on their account? Kind of a Christmas thing  C. I will be back for more questions as they arise and I know they will

A) There are many items that can't be sold on the market, and thus must be sold through contracts. These include, but aren't limited to: 'faction' and 'officer' modules, 'pirate' and 'navy' ships.
B) You can 'sell' him a GTC for 0 isk through the secure GTC transfer, but he will still have to verify it and add it to his account. ---

I just thought of another question. I was looking at the GTC site listings and a question popped in me lil head. Does it matter that I am in North America and they are in England? I mean do I need to by a European card or does it matter. I would hate to buy US and then it wont work for him in Europe.

P.S. I can't switch this picture to my primary. I went to the my character thing and it doesn't have the option to switch. Any ideas?

Pilots License EXtension, I think. They're mentioned in Oveur's devblog here.
Basically you can enter a timecode through the Escape menu to create two ingame "PLEX" items, which can be activated by a pilot to add time to their account. These items cannot leave the station they are created in, but other than that can be sold on the market, contracted to other people, etc. Buying a GTC, converting it into a pair of PLEXes (in a station you know the other pilot will have easy access to), and then contracting the PLEXes to the other pilot is probably the best way to do this.

Agreed, this is likely to be the easiest why to give him game time, provided that his account is active. You can buy them from the in-game market where they are found under the Trade Goods section. They are created via the Esc menu as Gartel described.
If you are sending him the PLEX tokens via contract and he will be applying them to his account, then there is no requirement for him to have easy access to that station: he can accept the contract and apply the token(s) remotely.
If he might want to resell the tokens for ISK, then it would help him if you created them in a trade hub, as they cannot be relocated.
Do not attempt to use the market to send the token to a specific person. The market is not made to work that way, and there is a very high probablity that you will send it to the wrong character. Use a contract to send items to specific characters.
If his account is inactive, then you would need to use the secure trade method.
If you are buying it for him using ISK, then you need to send him the ISK and have the person selling the GTC send the game time to his character: the secure method applies the game time immeadiately to that account, and it cannot be passed along.
If you are buying the GTC using cash, then you can offer it to his character via the My Accounts page, he then has 48 hours to accept the offer at his end, otherwise you would need to repeat the offer.
