Ignoring the flaming noob alts with no balls to post with their mains....
Up until recently RKK/UNICOR/NAST ran tribute as an "open region" to come and mine in peace. It was a successful venture until the Northern War erupted.
Since that time we have had to abandon that plan for the moment.
However, once the enemy corps attacking the friendly corps in the area have been moved on, we are planning to re-open Tribute and Pure Blind to the public for free mining yet again.
We have yet to decide what we will do with Venal yet but anything below H-PA would probably come under the same protection as Pure Blind.
These regions will be placed back under RKK/JF/NCA/UNICOR protection with the same rules as before.

mining passes or 'passes' of any kinda are a semi-joke. Its easy to get in and out of any alliance controlled space, just pick your time to move thru the chokepoint systems. Not hard at all. Ask any alliance out there if they can truly 'control' their space. They might spout off about how they can, but in the reality of eve game mechanics they can't.
Or you can just move into Querious, Delve, Period Basis, tribute, vale, etc.. Those are supposedly free to all, you just gotta watch for pirates.

FA offers hunting passes (can't mine) - and they're always honored. Every FA member knows who has a pass and who doesn't. (And yes we have a 24-hour patrol)

I had to remember a small incident when i read this....
I was running agents in Jarizza (i think), when i flew in to dock. When i got to the station, someone targetted me. My autotarget back was on, so i targetted him back. Then one of his corpmates undocked in a scorp, then asking me over local "why did you lock my corpmate?" - i explained he locked first, and finally he was convinced after 3 attempts. Then he threatened me to leave the system, cuz "Evol are pirates".
I asked why.
The answer still hangs in my head, as a tribute to how na´ve, and frankly, incredibly stupid people are.
He answered: "Because they said so"
(instead of they he listed some people, don't remember which)
I still think it's rather funny. Had to think of real life immediately, if people are as stupid in RL as they are ingame, well, that would mean evolution hasn't progressed far enough (no pun intended).
