Fit lasers, fit projectile guns and use emp ammo or use amarr drones.

Keep in mind that the damage modifier on the 'normal' Amarr drones (Light, Medium, Heavy) is horrid, and you might end up with more damage using e.g. a thermal drone even when the enemy resist to that is higher.

There is absolutely no (practical) situation where the Amarr drones out damage any of the other 3 race's drones.
Especially in PvE. PvP there might be a FEW cases (like vs a nighhawk/vulture).

all kidding aside, i'm gallente and i use lasers. good thing i have drone skills ;)

I would never let EM be the weakest resistance on my nighthawk/vulture. Leaving hangar with 25% em resistance on a t2 battlecruiser is stupid...
Amarr drones are horrible and useless

Simple: Use an Amarr Ship with lasers, or a Minmatar ship with EM damage ammo, or EM missiles. 
Apart from that, you don't.
It is not a problem, though. Amarr and Minmatar both excel in specialized weaknesses. EM is the weak spot of shield tanks and explosive is the weak spot of armor. However, Gallente do Kin/Therm, with Therm being their drone damage type and it happens that thermal damage is not such an extreme weak spot as EM/Explo is for shield/armor, but it is the universal weakness. Both shields and armor are relatively weak vs. thermal damage, which means that Gallente get very good universal damage output.
