That's actually the responsibility of Xfire (the approvals into the guild). Today is the first day of the contest, so I am not surprised that they are swamped.
At the same time, they are a US company based out of California where it is shortly after 6 in the morning :D

Re the max of 300 in the guild...
yes, this is true, but they create additional guilds automagically as needed. So you don't have to worry about it being full (except if you use the original link in the article).

Basically it's a social networking application that allows you to share with others what games you are playing, and the period of time you've played whatever games you've been playing. There's other features as well, but I've always been in favor of showing off my game time numbers :D

Nope. They count your hours based on your EVE play time that the Xfire client picks up. So if you have multiple accounts or play with multiple characters it all counts towards your overall playtime.

Hmm... Since I don't really know much about Xfire (and never had any reason to use it before) and a lot of participants in this probably haven't either, I think this question is needed: Does this mean that multiple clients at the same time counts multiple times, ie. using 3 accounts for 1 hour = 3 hours play?
you know, I truly don't know. I think this question might best be asked on the Xfire forums. If you post there, please share any responses that you get here :)

Are you trying to tell us that 40+ people CAN win the 2+ prizes or ONLY the 40+?
No. It means that if you have 40+ playing hours using the Xfire client you have a chance to win any of the prizes.
If, say, 7776 people who entered the contest have 40+ hours, only 1 will win the first prize, but the other 7775 have a chance to win the other prizes as well, in addition to those who qualify for, say, the 2+ hours tier.
