Anyone ever tried that? for small/med gangs? Trying to get in range with blasters is really trying my patience - I am almost 100% gallente spec'ed.

ludicrous was a phenomenon related to speed/nano and cannot be used in this context 
for small/med gang I'd say a rail astarte is just fine, you'll get your dmg out instantly while maintaining a "safe" distance. Everything's viable if you just think outside the box for a moment so I say try it.
Although be aware that rails will strain your fitting more

Not overly ridiculous to be fair, in a gang it would be a decent way to go. Instant damage at reasonable DPS out to a reasonable range, rather than OMGWTFBBQ damage but at extremely limited ranges.

mar II, dmg cntrl II, eanm II x 2, mag stab II
any idea for rigs? was thinking maybe hybrid collision accelerator or perhaps aux nano and acr for that last rail..only using one mar so not so sure a rep rig would be beneficial?

EFT it to be sure, but in most cases I've found 200mm to be the better choice - moar tracking, more fitting => moar room for damage mods/rigs. Might even be able to slap some meaningful plate in lieu of one of the EANMs.

it works as well as a beam abso, or an arty sleipnir... if that makes sense, practically zealot, muninn are natural snipers, but gallente dont have any natural cruiser size snipers, ishtar with sentries will get toasted because it has to sit still next to its drones or lose them, deimos isnt a great sniper but it does work (just about), and astarte is quite good at it tbh, it does good damage.

that'll need awu 5 or a 1% grid implant, othewise you could fit an ancilliary current router, range is 90 + 20 falloff and does about 250 dps, if you switch to tracking speed script you will still hit at 100km with spike, you can also afford to drop a sensor booster for something else if you want.
