Tell me, who's the bigger *LOLSTARS*. The *LOLSTARS* flipping the ore of people mining into jetcans? Or the people actually mining into jetcans?
I will say this again - be grateful CCP hasn't programmed NPCs to blow up jettison containers belonging to players, or to spawn haulers to come and take it from you.
To the OP.
So he can't dock - he gets a friend/alt to bring him a ship - he gets one from an Orca or a POS - he has one parked off at a deepsafe with an alt to watch it to make sure nobody comes around to steal it.
There's various methods someone could use to 'get around' this limitation you wish to place on them. However, the thing that you might want to pay attention to is that the most secure means for them to do this involves a basic requirement:
being in a player corporation
Is there anything forcing you to be in a player corporation so that you can strip belts in empire?

Ok, this would just be to cool, NPCs show up in tanked Mammoths and steal ore, who are then popped by an ore thief, who then gets the ore without being flagged.
I like it.

just to the comments of locking out greifers/ore thieves w.e this wouldnt work anyhow cause if the greifer is smart he'll have setup safe spots in the system he's working in so he wont really need to dock up unless for the obvious reasons of unloading repairs ect. So really a lock out wouldn't work tbh |

*******s? It takes skills to jump into highsec while -9, fly a few jump, and gank rigged hulks without losing your ships! I pride myself on my work thank you very much! ----- whee! |

You jet a can worth ISK from your ship and whine about someone taking it? This is equivalent of you throwing a $20 on the sidewalk and crying when someone Grabs it. Do you do that to?
Ever thought about a secure can and a hauler to scoop the ore from it? How about not being lazy and get in a real corp.

Here is an idea. Have a friend in a nice fitted ship drop a jetcan near you while you mine. when a can flipper comes, he will flip the can he thinks is yours, thus flagging him to your well fitted friend who can then wreck his bottom.

Check the corp ticket for the can against the miner If it doesn't match, check who the owner of the can is and check local for them Consider our options given the situation
Sure you could take out our nber expensive fully T1 fitted rifter with your uncloaking stealth bomber or your inconspicuous sniper parked off some 100km from the belt, but we don't care - it's entertaining for us.
You must keep in mind, those of us that are doing this tend to be smarter than the average bear, or are bears in training trying to change our ways... ---
