You should go to the region called 'Delve'. Plenty of carebears there.

Yeah, I also heard that EC-P8R has a lot of miners, mostly newer guys too.

May I recommend Dantumi or Aurohunen. Both pretty well populated areas with miners that won't see you coming. There's a mining corp in the area called VETO (Veldspar something or other) that tends to be easy pickings.
In the event of an emergency, my ego may be used as a floatation device.

Mate, they're just winding you up, naming very dangerous systems so you go and die.
Your best bet is to go to a 0.5 system (lower security gives better ore) with lots of belts in it, and look for a mining barge or something. Be careful because ships like hulks can have a good set of drones on them.

Nakuguard is not a very popular 0.5 system with loads of belts and an Ice Field that is always full of miners. Nope, not at all. No way.

delve is where you want to go m8 it may be a drive from where you are but that is the expansive nature of eve so get use to it. tons of care bears in delve and the bounty on the npc's is sometimes in the 100's of thousands the residents are nice and sometimes jetcan mine all day so it's can flipping heaven, good luck

Seriously, though, you can go into low-sec on day one if you really want to. You just have to be careful.
