If your cruiser pilot has any piloting skill, using med guns on frigs is not a problem. You just need to eliminate the transversal, which is very very easy with a webber.

Forget it Prev,
that was possible pre-QR, no longer after QR.
Fast tracking med guns and a webber do NOT hit an AF that's orbiting you at 1km....
at least not the setups with an MWD

theres your prob, you let it get to 1km
a decent cruiser pilot will have popped you before you get that close.

1) Rupture/Stabber can trash frigs (good tracking, utility slots for Neuts), but will need to move a lot around the place (low range)
2) Omen can burn them with pulse within a fairly large engagement range, but will be in trouble if attacked by close-orbiting frig (no neuts, much lower tracking than ACs)
3) Cormorant/Thrasher will hit frigates amazingly well within huge range, but are very vulnerable even to frigates.
Pick your favourite.
