I've been running missions for Fed Navy for a while trying to get my standing high enough to get some decent payouts. Right now I've got 2 low quality (-18, -13)level 2 agents in the same station so I usually take missions from both of them before undocking. Both tend to give me short range kill missions where I seldom have to go more than 1 jump. After each pair of missions I get a standing boost of at least .02. (more if one was an important mission) I've managed to get my standing to where I can get a level 2 agent of 0 quality, but he's the only one in his system.
Is it worth switching to the better agent? Will I get better payouts and standing increases than the combined total of my low quality agents. Will I finally be given kill missions against cruisers? I can solo hunt NPC's in .1 systems so all these low level frigate kills are getting a bit boring.

As a better reply to your question...
I'd stick with the two lousy agents. Reason being is that the quality only really affects your rewards, and you can run more missions faster with two lousy agents than with one good agent (often missions will be in the same place).
Thus, you will both accumulate more cash from the two agents, and will upgrade your standing faster to move up to level 3 agents.

I totally agree. The best rewards come from the lvl 3 agents anyway, so it's best to get up there as fast as possible. I'd suck it up with the 2 crappy ones until you can hit up the two lvl 3 navy agents in nourvukaiken.

i think i did the same 2 agents you are working with and had a lvl3 agent within a few days cause most of the missions they gave were in the same system as each other or at most 1 away.
