Which AF should be an ideal counter against ishkur and what should be the strategy?
lets say it has fit like:

Get close and pop drones as you go, overheat all, melt. He's dead within half a minute, while you would last like twice that. Not to mention he's in a ship 7-8 times the cost of yours. Bring a friend and he won't get through shield of yours.
This is just an example, if you know what your opponent if fitting, most ships should be able to take it out. Heck I'd consider a duel in a hauler. =)

Why are people fitting cheap T2 frigs with mods that are worth just as much as the ship? I'll smoke that Ishkur with my T2/best named fit Wolf.

Any AF with 20km range and a MWD will laugh at that Ishkur. Worst case scenario, you just MWD away and warp out.

I don't have nearly as much forum cred as Merin, but I just want to say, 
I have realized the awesomeness of the module that is the MWD, and I have one fitted to my punisher now.  In any case, what Merin says is truth. In fact, my MWD punisher might be able to beat that ishkur. That would be a fun fight.

Never going to happen. An AB setup will never get in range of a MWD setup unless the MWD pilot wants to be up close, the speed difference is just too high. Time after time people learn this the hard way against my MWD rail Harpy, they try helplessly to get into range and then die.

Sorry didn't mentioned earlier this is happening in Deadspace so no mwds can be used there.
If i fit an AF with active tank then if i get neuted my tank will fail and i won't be able to kill the drones fast enough.
I have come up with this setup specially to counter the setup i mentioned in the original post, don't laugh i m in very early days of pvp:

My opinion on the AB vs MWD issue, which continues to evolve.
Personally, I've reached the conclusion that MWD is always better than AB on all frigate-class vessels for reasons Merin has enlightened us on many times, with the exception of the Harpy and Ishkur. On those two ships it's much less clear as they can be fit to be effective both up-close and at range, which means that you can give up your ability to dictate range & run away and instead choose to be an uber tanker of missile fire.
The disadvantage, of course, is that you can't kill anyone with an MWD and a brain (both must be present and functioning to escape death). An AB Ishkur will score fewer kills and end up on more KMs itself than an MWD Ishkur, all other things being equal.
If you're a KM ***** that's pretty much the end of the story, but I fly in FW and I've found an AB Ishkur is much, much better than an MWD Ishkur at defending and assaulting FW objectives (plexes, basically) while maintaining pvp viability. It doesn't score lots of kills but it does shoo away MWD AFs and interceptors without a whole lot of issues, which allows me to secure the objectives, score VPs, and save my buddies once in a while.
As for the 0.0 game, I've never PvP'd there (I moved back from 0.0 many months ago and I was still a hardcore minerbear then), so I don't know how things stack up there.

That setup is abomination. You have Rails and a neut that only goes to 6.8km, you have an AB and 24km point/web.
As far as killing it with another AF, a Harpy/Wolf would be able to do it easily.
As far as fighting any other ship, anything with an MWD and anything with a neut will kill you quite painlessly
