there are plenty of black characters in eve.
Male/female.
Though there are more white skin character. OMG RACISM!!!

I was under the impression that new bloodline's were going to be introuduced for the Caldari , that would implemnt Chinease/Japanease culture's, eg Samurai etc.., not to sure on the details but i know i read it some where.

Ah yes - I remember readin about that... good... but that still leaves out albinos...
