OP: Solo and small gang are VERY different. It is useless to group them together. Also, in terms of "small gang" that is too ambigious. A small gang of RR BS? A small T2 cruiser gang? A small frigs-only gang? The only ship that fits in to literally every fleet is the falcon.
The best solo ships also depend on what you're doing solo. I'll just go with "killing ratters". It is worth mentioning that some of these ships rely on rats to make up a portion of the DPS needed to kill a competant ratter.
1 - Curse. Absolute nightmare for actively-tanked ratters. Might be forced to disengage by a domi. Might be unable to break a strong passive shield tanker (drake, nighthawk, etc).
2- Pilgrim. Curse with better odds of catching someone but less potency.
3- Sacriledge. The best HAC in close range IMO. This ship was great nano'd but I always felt it was an amazing tanked-HAC. With the meta-game shift (or more accurately a violent kick down a proverbial staircase) away from "nano-hacs" this ship is now too good to ignore. Although, most amarr pilots still overlook it due to missile skill requirements.
Special mention- Ishtar. Less tank than a Sac and fully dependant on drone damage, but still capable of killing most ratters. Will not break the toughest tanks (e.g.- Golem, high SP raven, high SP domi) due to lack of neut. If they have smartbombs the fight will get messy as they will kill off heavies forcing you to use sentries, which they will target. If you sit on the sentries to scoop/redeploy you are out of point range (or else the drones are not in optimal) and if you leave them at optimal (even garde II) then they will get shot at by a smart ratter. Still better than most hacs though. A nano nerf survivor, but it's alot less dangerous now.
Special mention- Vagabond. This ship, if fighting one ratter, is best fit now with an afterburner and an active armor tank. You need cap injection to resist neuts and a mwd to escape tight situations. The AB and MWD will both fit. You use the AB once you've got a point on the ratter. The MWD is to close the initial distance, escape from an unwelcome rescue party in the belt with your target or to escape a gatecamp / bubble. Vagas do less dmg than SACs and Ishtars and lack neuting so they have less targets to choose. However, many ratters will die to a vaga + battleship rats. You are just "pushing them over the edge" of what the tank can sustain. If they're stupid they will shoot you and leave the rats to dps freely. If they're smart you might be forced to disengage when the rats are finished off and the ratter tanks you comfortably.
Cheap options- Assault ships: Ishkur, Jaguar, Wolf. T1 Cruisers: Rupture, Vexor, Thorax, Omen.

Check out the Navy Omen, it is able to carry drones and a bit cheaper than the Zealot.

Ishkur and Vexor are awesome. If u got the cash, use Ishtar instead of Vexor. but really, there are many many alternatives. i like drones, so these 3 are my fav.

Arazu - blaster fit with shield tank, can tank 40k EHP, does 400 DPS and can scram out to 18km. Good for killing other recons. Ishtar - self explanatory. Rapier/Huginn - self explanatory - need to really limit your targets though. Curse/pilgrim - self explanatory. Rook - its ok just need to be careful with it. Ishkur - very nice anti-frigate platform. Thorax - self explanatory.
Astarte/Sleiphnir - very, very nice for solo roaming. Much better when paired with a falcon. |

I had this for a while. Didn't find it that useful though cloaky is always fun. Might refit one for a 2nd try though... Are you using it in gangs or solo, btw? |

So many options, it's hard to pick three. If I had to, I'd go with:
1) Phantasm. It's like a Zealot, but better tracking, neuts/drones, and a better tank. This is my current favorite solo ship.
2) Falcon. Ultimate gang support ship, able to remove 3-4 hostile ships from the fight from amazing range. You will never hear a FC say "we have too many Falcons".
3) Rapier. No list of good solo ships would be complete without at least one force recon, and the Rapier is the best. ==========

Everyone keeps mentioning the Thorax... what kind of blaster loadouts are being used here? I've found the Vexor to have more DPS (including drones) than a Rax. What makes the rax so popular?

Small gang: anything that can fight, it depends on the type of gang, what is useful.
Solo: whatever can slip through gate camps. Since QR this also includes cruiser hulls with a healthy portion of luck. My personal favourites are the Ishkur, the Taranis and soon I wanna try the Vexor. Of course the Ishtar is an excellent choice, but considering that I tend to lose my solo ships every now and then it's too much of an investment for me...

Solo:
Ishkur, Ranis, Arazu
Why the Ishkur? This little ship is amazing against larger targets, as they just can't usually hit it. Fit it with a micro cap booster to help get away from nuet ships, and pack warrior IIs and ecm drones, and it's pretty much a jack of all trades.
The Ranis does really good damage for a ceptor, and can easily evade most targets it can't handle.
When soloing with the Arazu, you have to be a bit more careful about the targets you choose, but due to cloaky cloaky choosing your targets is pretty easy to do.
For a gang : Falcon, Cerb, Ishtar, depending upon the ships my buddies decide to go with.
Falcon is ECM win and can reduce an enemy small gang to mere shadows of their former selves, the Cerb can do pretty decent damage from more than 90km, and the Ishtar, though not the wtfpwnmobile it was before QR, still can pile a hurting on whatever you engage.

I would love to see more wolf packs roaming around without feeling the need to ruin it with a Falcon back up.

Solo:
Hurricane - ****load of DPS on some setups, relatively fast, good range with barrage when needed, looks sexeh
Jaguar - Fast and tough, fun to fly
Used to use a Rapier but I don't like it so much after the web nerf/fix. Not found anything to replace it but I'm gonna try a Sleipnir now that I can fly one. I might try a HAM Drake too now that I have decent missile skills.
Small gang:
Hurricane - (see above)
Scimitar - I dunno why but I love flying this ship...
Sleipnir - if its the right kind of gang. |

1) Recon - Pilgrim (~320 DPS w/ drones, then factor 2 neuts as extra DPS). Or you can go with a laser Pilgrim and practically become a warp cloaked Zealot.
2) Zealot - Great tracking, nothing really scares this ship. |
