I have to agree with Meridius. We are talking here about a punisher setup for a pilot with 1m skillpoints. A punisher setup for a very experienced pilot is completly different than a punisher for a new pilot. But with 1m skillpoints you start to become to be some kind of advanced fregate pilot if your focus was on training combat skills and not learning skills (learning skills would have been the better way).
Without knowing your skills it's hard to give advice. Start safe. Use medium beams with radio crystals. Fight long range. Use an afterburner (10mn might be overkill for fregate rats in high security systems because of powergrid requirements and tracking issues but is a good advice for harder spawns which you will fight with better skills) and a shield booster in medium slots. 1 Tracking enhancer, 1 heatsink, overdives and maybe cap relays (with good skills you dont need cap relays on puni) are the modules to play around in low slots.
If you always win and it starts to get boring (I guess this will be the case with 1m skillpoints for fighting skills) switch to close range combat. Gatling pulse (choose the crystals you need if you try to orbit at 2.5km range with full speed), 10mn afterburner, tracking computer and armor repairer will be your new modules.
Both setups are Punishers but completly different ships. And there are many more good different setups available. Playing around to find MY setup is one of the biggest aspects I enjoy. I am sure one Punisher will be able to kill a lone NPC battleships rat but I have not tried it. It's on my todo list.

I'm not sure ... back at ~1M skill points I tried using a Punisher and got pounded, but I was trying to use it like I had used other ships, with a shield booster and longer range weapons (beams).
Now after having been gone for a while, I tried it again (~1.3M skill points) ... with pulse lasers, no shield booster, and just one armor repairer. No problem facing pirates similar to before.
I think the difference is that before I would run out of cap, the shield booster would cut out, and that was all she wrote.
Now the cap stays reaonably full and I can keep fighting and keep armor repairing.
Whether the difference was made from having 30% more skill points, a change from shield boosting to armor repairing, or the change from beams to pulse (sitting at work, can't check the stats on either easily) ... I don't know.

Is it better if i use regulated light ions (hybrids with antimatter) instead of galting lasers and replacing the laser dmg mod to a hyb dmg mod ? . I saw that punisher gives bonus to lasers , only in cap usage , but hybrids deliver more dmg and better tracking .
What's your opinion ?

IMO, no, I wouldn't fit a Punisher with blasters. Blasters have a very short range, so you need a ship that you can get close to your target with. Punishers, everything nice about them aside, are simply not very fast ships and you'll probably spend a good deal of time cursing the fact that you can't get into blaster range.
