ok I've looked, but I can't seem to find any kind of a map that tells me A.) What can be refined into what, or B.) What Systems to find a particular Ore in.
Is there such a creature in existance some where?

Check out http://www.eve-i.com/home/crowley/page/page_objectexplorer.php?id=107 for a spreadsheet of what ores refine into which minerals. You may need to sign up for an account, but it's worth it; really great site overall with all the information you'll need for your EVE Career.
As for the systems to find particular ores in, I find it's worked out by Sovereignty and Security Rating. For insance, Gallente space has lots of Jaspet and Hemorphite in 0.4- and 0.2- respectively, while Minmatar Space has lots of Kernite and Hedbergite in 0.4- and 0.2- respectively. Some 0.4 security ores can be found in up to 0.6 systems if you get lucky, but overall it takes some exploration to find good mining systems. Omber can be found almost everywhere in 0.6- systems, and Pyroxeres, Plagioclasse, Scordite, and Veldspar are common enough that you'll run into them in most system of 0.8 or higher sec status. Pyroxeres is a little less common and so far I've found it in Minmatar space mostly. I'm not certain what's in Amarr or Caldari space, or any misc. faction space though, as I don't mine there too much.

I am currently operationg in Amarr space, heres my ore report:
Lots of Veld, Scord, Pyrox in the higher systems Presence of Kernite in medium systems Hemorphite and the above in the lower systems
No Omber or Plagioclase
Now this is just down to .2

In my part of Domain I find Pyro in any 0.9 or lower system. My favourite system has enough pyro to let me fill a three or four cans without moving. Kernite and Jaspet distribution seems about the same. -- (Battle hardened miner)

Which kinda sucks cause it is perfect for ammunition manufacturing

omber and plagio: check out placid region. 0.7 has omber, 0.2/0.1 has hemo and jaspet aswell as BIG lumps of omber

I know somewhere that you can usually get a can's worth of Kernite without moving but have never found anywhere that offered the same for any 'better' ore. If you have to relocate too much it offsets the ore value and considering the added risk of low sec systems becomes unattractive. -- (Battle hardened miner)
