Should only be removable from dead corpses, that have been podded. The option then of maybe selling or plugging into your own head maybe, unless its a little sick 
Obviously that would only depend on if they survive the explosion of the pod and survive removal, something like modules when a ship blows up.

Nope EVE needs risk, this is a typical, "hmm i want to PvP or something else" that is dangerous, let me take my precius implants out.

The problem with implants are that they are too valuable to lose, especially for newcomers that will be far behind the veterans in skillpoints, so newcomers tend to avoid any dangerous situations where they can lose their implants, which means ALOT less PvP.
I have only +1 implants currently, but doing all those missions again or using 15 millions on new ones is enough to make me avoid PvP for a long time into the future.
