There are ridiculously lucrative moons in lowsec that arnt in hisec (because you cant moon mine at all in hisec obviously) and even mediocre moons can generate a huge income if done right and theer are sure as hell plenty of those.
You dont have to spend tens of billions of isk a month on sov bills in lowsec.
You cant be steamrolled out of lowsec, losing everythign you have built.
You cant lose entire fleets to buble camps and bombing runs in lowsec.
If you choose to live in an area, dont cry about what other areas have without first looking into what you truly have.
I do however believe incursions should be limited to lowsec only, because in (game) reality Concord and the navies would smash incursion fleets within minutes of them appearing, it would also give lowsec the buff it needs (because it truly needs something).
My corp lived in lowsec for years, it wasnt the lack of income that made us move out, it was because it became boring with the advent of capitals online when you could no longer have a real fleet fight without being hotdropped by one of the corps that waited for exactly that to happen even though they didnt even have any interest in the conflict, this wrecked alot of the interesting stories being played out there. So, we moved to nullsec.

On an individual player level, low sec and npc null sec both involve about the same amount of risk to the individual pilot. Sov null sec in a space that your alliance has sov in, is much less risky.
Yet the rewards are always much better in null sec than low sec. Make faction war occupancy pvp instead of pve https://forums.eveonline.com/default.aspx?g=posts&m=53815&#post53815
