CCP doesnt get involved with the economy, or making changes for the sake of them. They have the CSM to handle with Player to Dev communications and all decisions made by them are for real reasons that have greater effect on the world than most would think about. (ie the NPC orders make up only about 5-10% of the total orders...etc)
