I like to be untouchable(with Cloaking or Speed, it matters not to me!) if I choose not to engage!
Thoughts? Suggestions? Flames?

personally i think amarr t2 cruisers would suit you well, notably the Zealot or the Pilgrim.

Ignore these other ppl.. Ishkur - AF is what yer lookin for, can/will kill everything in it's own class, everything below it, & can solo kill Cruisers/Hac's/BC's, is deadly in gang & great solo.

It depends on which of those points is your highest priority:
Ishkur/Harpy/Jaguar: MWD/24k point/~15-20km guns. Go with this if you want to focus on killing the lighter stuff, just be wary of claims of "omg HAC/battleship killer!!!!". AB/scram fits are suicidally slow, while even a close-range gank fit will be incredibly vulnerable to neuts/drones while probably lacking the dps to break the target's tank before backup arrives.
Rapier/Arazu/Pilgrim (in that order): the covert ops cloak is the ultimate tool for picking your fights. All three can be quite effective (the Falcon, while an amazing ship, is not self-sufficient at all) solo, and still valuable when you have a gang (though again, the Pilgrim is weakest here).
Phantasm/Navy Omen/Vagabond: pick one of these if you want a traditional gank/tank ship, while still keeping good mobility. The Zealot would also be on the list, but the lack of a drone bay kind of hinders your plans of taking on smaller targets. ==========

That was my first thought. Rifter and Wolf imho = best frigate hull in the game, totally kickass ships that hold their own against most stuff. But then I read his post again, and he said:

Imho Rifter and Wolf hold off their own against most stuff. But I also know that you get into alot of fights where you were not the one picking it. You go out hunt, and someone hunts you. 
In many cases you win, but you don't have too many means to win, and you don't fill either of the "cloaking" or "speed" criteria. They're fast as they are in their basic concept, and obviously they're small.. so I fly mine with AB. When you get into a fight you're usually commited to it. Often you get out on top, but you're not gonna chose all of your fights. |

Pilgrim, eats everything below bc for breakfast, t1 or t2 ships dont make a diffrence for her.
The only ships to worry about are the Sacrileg and the Ishtar.

Honestly though, meh, fly whatever you find fun. Just try out ships that peak your interest. Try unorthodox setups sometimes, just for the lolz, and enjoy yourself!
If you want something that can pick it's fights, go with a fast frigate or interceptor, a stealth bomber (good luck scoring many kills though), or use a more expensive recon ship, particularly the pilgrim (though arazu works well too if fights are chosen intelligently). |

I was skeptical, but turns out if you have a RoF implant, max skills, Dread Guristas antimatter, and you overload the guns, the navy vexor can indeed break 1000 dps.
By the way, it's "pique."
@ OP: Something you find fun, don't mind replacing, and has a decent target selection. Ceptors and AFs are popular choices, as are some t1 cruisers, and most BCs, and all of those can be had relatively cheaply - under 30 mil for hull + fitting, after insurance. But definitely pick a ship that you enjoy flying and think is cool. After all, if you don't find it fun, what's the point? __________________________________
