Dividends have begun.
I won't say a word about how much will be paid out, though I will guarantee it will be more than 100% of IPO value. There are clues around the forums as to how much the payout will be, if you want to find them. I'll post a buyback offer on February 15th for the remainder of the shares' values. In the meantime, the person who comes closest to the actual total dividend plus buyback (i.e., the NAV of the corp) in any post not edited or made after 2009.01.20 00:00:00 will receive 250m from my personal wallet.*
As of this writing, according to my records (someone feel free to correct me!), the following is the dividend history of TINY.:
2007.03.16: 700m
2007.05.17: 1000m
2008.02.26: 5000m
2009.01.09: 1000m Total dividend as of 2009.01.09: 7.7 billion ISK.

You have until the 20th to make your guess, and then dividends will continue for nearly another month, until February 15, at which point all remaining ISK in the corp wallet will be applied towards a buyback. Hopefully that answers your second question, because I haven't the foggiest what you're actually asking.
Also, note that you don't need to break out "dividend" and "buyback"--I'll just add the two back together when looking for a winner.

Good question. There are certainly some odds and ends lying about. I'll try to determine a fair price for them, and I'll add that into the pool at the end. It won't be terribly scientific, unfortunately, but it will of course be fair.

Alright. That leads to my next question then, why bother with a buyback at all? For that matter you could just put that isk in the dividend pool and pay it out as well.
I have no stakes in it anymore, as you know, but wouldnt this save you the hassle a buyback is what with confirming transfers etc.

Buyback means you don't have to pay back the inactives. There's no other reason to do a buyback. |

Buyback reason is simple, any unclaimed shares means extra profit. Any Inactive accounts, banned accounts, so forth and so on also = less isk to payout. |

Pretty much what others have said. I'm not taking a salary from this IPO, so my only methods of compensation are shares I bought (on the same basis as everyone else, before you ask; full disclosure: I own about 7b worth of TINY. shares) and un-bought-back shares.
It also ensures that anyone who doesn't redeem their shares will continue to have a modest RoI, since I'll be personally-guaranteeing the buybacks for as long as I continue to play EVE; given the time since IPO, I anticipate a potentially-sizeable portion of the investors may not have current subscriptions or be aware of the buyback. Buyback offers will increase by a token amount as time goes on (1%/month, perhaps? I haven't decided).
The second reason is to concentrate the ISK a bit more. I know at least one shareholder with over 500m worth of shares who is banned. May as well consider those dead shares and redistribute the wealth to my real shareholders, eh? :)

OMG, say it isn't so, MP is a liberal and voted for Obama! Redistribute the wealth! Damn, and I thought that someone who had done so well with running a public company for over two years would be more conservative than that.
BTW, yes I am an alt whose main is unable to post due to RL taking a chunk of cash out of my pocket which means no account renewal and no time to make isk to purchase GTC.
