You are either the mani in the OP or you do not understand that the OP could be typing out whatever he wants. Chat logs and in game mails are easy to adjust/fake. Out of context quoting on the forums are regular occurances. I found a blatant one earlier this morning in GD.
So if you choose you can side with the OP in all of his bright and clear explanation of the situation, but do not assume that we all do not know or read the EULA. This guy claims to be an ex Corporate General Secretary, whatever that is, and can not wright a coherent post  about something that does not concern us.

In regards to the OP, I don't think you stand much of a chance to be honest, although the person who is mailing does appear to be a bit of a **** (assuming that we have the correct context). Just ignore them and get on with it. If they start harrassing you by other means, then petition it. They might not see it as harrassment, but the one thing everyone should take into account is that people do not necessarily see things the same way as they do.

As far as I can tell from the mail you recieved, that person is also war deced and possibly by the same corperation that has war deced you. And he is asking if you would like some help with your war efferts.
Then he makes an assumption I cant really blame him for making, that you are a noob and maybe Eve is really not the game for you. I have talked to a lot of people in game that were vets that totally came off as being noob to the core because they were just purely stupid, or at least just apeared to be stupid because what they chose to type in chat. First impressions and all. Some turned out to be much brighter than I first thought.
You could have replied to that person and asked him to clarify exactly what he was trying to say and why he was talking to you. And there are plent of corperations in eve that like to take care of noobs. You can, or I should say could have, apealed to others to help you fight against your opresser. Many people would most likely have helped you. I doubt that still holds true, but I guess there are a lot of people who dont bother reading the forums so its safe to assume this post of yours thats full of fail hasnt really recieve as much exposure as one might think. So go log in and start apealing to peoples better nature and get some pwnaged aimed at the aggressers.
You might want to also note that the forums like ingame can be quite unforgiving, and at times very nasty. Mostly funny.
My last bit of advice, wipe the entire body of your original post and change the topic to: "CCP Please Lock me!!!!"
oops I just told you to cease and disist and self censor yourself, can I expect a "OMG that dude is trying to influence me, he must die, he also must work for eve as a cleaner to get rid of chaff thats paid before the trial period ended, I want my money back, wha I rage quit, I want my mommy, *sucks thumb in fetle possition" post about me? <-- sorry had to do it...

will not be reactivating accounts or creating new ones.
And I will be request my BANK to recover the CHARGES to the account not yet spent as I am still in the FREE TRIAL PERIOD on both accounts
