You're not going to like this idea, but...
(1) Sell your raven/scorp for max bucks.
(2) Go buy either an amarr (preferred) or gallente comparable model (tier one or tier two)
(3) Outfit as discussed in this forum (just google search or scroll back a few pages)
(4) Grab the popcorn and enjoy.

tend to agree with above person.
scorpion is pvp ship, to cumbersome and limited firepower for npcs
raven can work, but will require a lot of torpedos/ cruise , which is not often cost effective (use shield tanked)

Well, you didn't specify what type of NPCs you're tangling with...
As the replies have said, Scorps and Ravens are a pretty suboptimal choice for NPC hunting - from a cost perspective. That said, if it's all you got, well, you gotta make do...
For combat agent running, I'd advise...
2 heavy nosferatu
6 heavy launcher with Scourge heavies
1 microwarp drive
1 xlarge shield booster
1 emp shield hardener
1 thermal shield hardener
1 kinetic shield hardener
1 whatever you want (shield amp?)
5 power diagnostics
This gives you pretty decent shield tanking ability, and Scourges are VERY cost effective. Oh, and you can still beat stuff up at close range with it.
Now, for PROPER npc hunting... Dump the six heavy launchers for six sieges, pack on appropriate cruise missiles, dump the MWD for a sensor booster. Not very cost effective (cruises aren't cheap), but it's much more cost effective than it used to be.
Drop the 6th medslot for a warp disruptor, and you've pretty much got a pvp setup, too :)

Having just bought a Raven (yes, I know Amarr is better for NPC but I wanted my first BS to be my race's BS  ) I am interested in this topic too. Here's what I was thinking for some 0.0 hunting. Advice and criticism gratefully received.

Anyhow, im with a SCorp now, try shield tanking and using like 2 or 3 shield bosot amplifiers  it will give some nice shield hp per boost :D

I'm new to Raven too and have this in mind:
6x siege

3x hardener
1x large cap battery
1x rcu II
4x pdu/ 3x pdu 1x ballistic control
Don't think many BS's are going to stand against my torp volleys with this. And tanking theirs shouldnt be too much with 3 hardeners and an amp either.
