Unfortunately, the laws created by CCP to govern the EVE Online Universe are anything but simple. They are also almost impossible to find, in any useful form.
I would like to see a section in this website dedicated to the Laws that govern empire space. Detailing such things as: What crime concord will destroy you for committing. What will result in sec status loss (and how much). What will result in Criminal Flagging (how it will appear to you and fellow players/how long it lasts/etc). What items are regarded as contraband. Who are the law enforcers. How can you appeal against sanctions.
Why is this area so significantly neglected?

In 0.5 and higher security rated systems any aggressive act towards a player or his property will result in sentry guns & Gankcord extracting their swift form of justice.
In 0.4 and below (empire sovereign) security rated systems, there is no CONCORD present, so you are free to commit criminal activity, as long as they are out of sight of sentry guns. Remember that you will still receive a security rating loss for aggressive acts. Also you have to stay away from sentrys, at gates or stations, for 15-20mins after you commit and aggressive act, otherwise they will open fire.
Note: Corporate wars negate all of the above rules.
0.0 space, non-empire systems are lawless, you may attack anyone, anywhere without any (npc) police turning up and without loss of personal sec rating.
An aggressive act is firing, jamming (ecm or remote sensor dampners), webbing, warp scrambling, using energy neutralizers/nosterferu's on a player's ship or property (e.g. cargo containers) who is not in your corp or not in your gang. Causing splash damage is also an aggressive act, currently the only way to do this is by using a smartbomb afaik.

It lasts 15 mins but there was a very detailed doc made by Ovuer detailing exactly how it works. Perhaps someone has a link.

edit: maybe slaves as they are supposed to be banned in all empires except Amarr, but considering i have about 2k slaves sitting in Caldari space, i dont think it works.

They dont know the laws. Each GM makes up his own laws depending on his day top day temper and the amount of carebeare whining. (petitions)

They should make it so you can right click an a sentry gun and select "Read Laws". All the laws reguarding sentry guns and concord could be posted there and it would be easy for CCP to update them so eveybody has easy access to the changes.

ISD is working on a New Player Guide that will be made available online, both as a web page and pdf file if I am not mistaken. I believe it is on track for release before Shiva is patched in. As more information is known, I'll make it available.

Being in a gang doesn't change these laws, only if you are in the same corporation or at war are they negated.

I always thought it was funny how Concord would destroy cruisers and what not.... seeing as they can have around 1000 in crew and all....

lolol!!! good point ixianus. so since the pod only carries the pilot- concord are the biggest murderers in the universe? (not that there was any doubt about that anyway...;)
