I took a break from the game a year or so ago. I come back and my favorite ship seems to have gotten an overhaul! No more missles. But HUGE dmg bonus to Med Turrets. Wow.
Anyhow, I need some advice for good setup on these beasts. How would YOU load out a Phantasm?

Personally, for missions I'd look at something like:
[Phantasm, New Setup 3]
Heat Sink II
Heat Sink II
Heat Sink II
10MN Afterburner II
Medium Shield Booster II
Ballistic Deflection Field II
Heat Dissipation Field II
Ballistic Deflection Field II
Cap Recharger II
Heavy Pulse Laser II, Multifrequency M
Heavy Pulse Laser II, Multifrequency M
Heavy Pulse Laser II, Multifrequency M
Medium Nosferatu II
Medium Nosferatu II
Capacitor Control Circuit I
Capacitor Control Circuit I
Capacitor Control Circuit I
Hobgoblin II x3
Sadly, this does more raw DPS than my armor-tanked cruise raven.  Of course it only has about 1/7th the tank too so I suppose it's fair.

3x heavy pulse II, 2x smal neutra II
1x 10 mn mwd serpentis, 2x lse II, 1x med cap inj II, 1x invul II? 1x disruptor II
1x dc II, 2x hs II
2x rigs shield ext, 1x rig pg

That was a good post, unfortunately I dont have the skillset for a tech 2 loadout like that. :(
