Who are the best low-sec and NPC 0.0 Alliances?

I will call them the "fringe" alliances. There seem to be a lot of these large alliances that skirt within lowsec and NPC 0.0 systems, and are not all pirate oriented. It is a breath of fresh air to see these alliances who are not affiliated with the NC, GBC, or Goons, or the other major 0.0 space holders that COAD is full of... and yet thrive and have fun without all the blob and pos warfare. So, just wondering who you think the top notch Alliances, and where they live.
