Since the Pirate nerf has come in, some Pirates have adapted and changed tatics. Do some NPC hunting to get the security rating back to acceptable levels and move back into Empire. Pick some big corp and declare war on them. Some Pirate corps have been doing this for a long time. Now, I think we will see a lot more. As far as I understand, this was the opposite of what CCP had envisaged. The nerf looked like it was trying to push the pvp element into 0.0, will we see more Pirate action in Empire now? I hope so....

You mean terrorists, 2 diffrent things.
Terrorists (see freedom fighter), tend to fight for a cause. Pirates are not restricted so.

The two main ones are:
Sentries open fire on criminal flagged players.
You can open fire on someone with less than -5 security rating in front of sentries, and the person cannot return fire.
