i still dont get it, coz if a DD with 8 high slots to fit 8 turrets then what does a 3 turret hardpoint have to do with it?

Dont associate high slots with how many weapons you can use. Many ships have more high slots than they have weapon hard points. Some ships has as many hi slots as they have hard points.
As you add weapons the hard point count shown will decrease.

Ye Ghods - THINK.
High Slots are for more than just turrets.
A "turret" hardpoint is one that can mount a turret.
A "launcher" hardpoint can hold a missile launcher.
A "utility" high slot can hold any module that needs a high slot but does NOT need a hardpoint.
A example for you:
My Drake has 8 Highslots, but only 7 launcher hardpoints. I can have seven missile launchers on it, total. The eighth highslot can be used for a "utility" module, such as a tractor beam, Drone Link Augmentor, a neut/NOS, a salvager...ANY module that does not need a hardpoint.
A Hurricane, as another example, has eight highslots, 3 launcher hardpoints, and 6 turret hardpoints. It can fit eight weapons - with a mix of missiles and turrets. It CANNOT mount more than 6 guns, or 3 missile launchers. That adds up to 9 - forcing you to make a choice between a gun or a missile launcher. Or drop some entirely, and fit a utility module.
That make it clearer for you? HIGH SLOTS <> HARDPOINTS. Hardpoints are the devs' way of balancing ships by limiting their armament, and have nothing at all to do with the number of high slots. Look at a Marauder - typically 4 weapon mounts, and 6 or 7 high slots.
