You seem to be suggesting really expensive bait ship. Just don't, seriously.
If you're keen to spend a lot of money on a real bait ship, use a Maller

Not seeing a lot of focus in that EFT attempt. I'd wager a 1600 plate with EANM/ANP would be better over all.
What is it your want to do with it?
A 'soak tank' doesn't need damage really so use pulses. With radio crystals it should reach out and touch those pesky friggies and they are more desirable close in. Midslots are a valuable commodity for Amarr and things like paint is better left to other ships with slots to spare
NB: For soaking try the plated Maller instead and use the money saved on trimark rigs. |

A 1600mm plate and a RCU II on an omen navy issue deducts 311 grid. Two 800mm plates deducts 400 grid. |

if for some totally arbitrary reason you want to use the navy omen as a bait ship instead of the much cheaper and tankier Augoror Navy Issue or even the Prophecy or even the Maller, why not fit it something like this?

You can't hit stuff up close and you don't have the speed to dictate range, so unless you go against a clueless target you'll have to be VERY lucky to get a kill.
Trying to make up for lack of proper tactics by using an expensive shiphull won't get you anywhere.

You asked for a soak tank which implies you want the maximum amount of EHP out of the ship, which generally means "I want a bait ship."
You're not going to win any long fights with great buffer but low DPS... |

You didn't ask a question, you stated a fit. Kinda difficult for others to deduce that your question actually is "is this any good". The answer is no, it's not because it fails to fit any sort of tactic.
First of all you need to know/tell us the role you want this thing to have, is it for solo and if so what type of targets. Is it for fleet, perhaps anti frig support?
