Actually, that can happen, half my killmails say my sec rating is 4.2, and half say it's 4.3.
And I never NPC hunt.
Also, in game on my char sheet, it say 4.3, and then on my char login screen it says 4.2 :/

the character sheet usually shows a sec rating that is 0.1 below your actual rating :o (well at least thats the case for me :o)

And yeah I see your point, Kill mails are ****** Up... Sometimes when you kill someone you dont even get the kill mail for it... the NPCs that he was fighting 1 hour ago do.
