I just got my first Phobos and I am looking for some advice on fitting. I have been chating with the guys in my corp and here are a few that they have come up with. I have never flown a Phobos before, so I have no real experience with fitting this ship.

i prefer for a gang:
warp disruption field generator 1x heavy electron blaster II 4x heavy ion blaster cannon II
10MN MWD II 2x sensor booster II (resolution script) 1x medium electrochemical capacitor booster
2x medium armour repairer II 2x EANM II 1x explosive hardner II 1x DCU II
1x nanobot , 1x aux nano rigs or 2x trimarks
for solo switch a sensor booster for a scrambler or webber for 0.0 work, go for dual 1600mm plates, resists and small guns

- You neglected to mention where your going to be using this?
If it's 0.0, You'll want a buffer tank. Or an onyx with buffer tank
If it's low sec, then it;s got to be a n active setup to tank the gund. Phobos is the best low sec HIC imo, mainly due to it's ability to fit multiple sensor boosters to catch fast ships. Most other HIC's need to be remotely sensor boosted to do the same.

It will be exclusively 0.0. There seems to be a lot of variation on the Phobos lows, but most of the variants I have seen, have at least one 1600mm plate.
I've seen an Onyx (passive) buffer tank. Most impressive.

High - 4 tech 2 blasters, 2 bubbles, one with script so you can point Medium- 1 MWD, optional Web, Medium ElectroCap booster with 800 charge, use the rest of the slots for Sensor boosters. Low- For DD proof fit 2 1600MM rolled tungenstens, 1 Damage Controls II, 1 explosive hardener 2, 2 Energized nano membranes 2 Can resist one of any DD and 2 of Kinetic I think Low- for small gang low sec / medium gang, 2 medium armour repairs 2, 1 explosive hardnenr 2, 1 damage contol, 2 Energized nano membranes 2 Nice active tank. Never fit this with cap rechargers and waste Rigs on CCC's use cap boosters. for the Rigs on both low slots- 2 trimark rigs.

I was curious about the other setups not having a MWD. Valid point about HICs being made for tank.
