Although, being a new-be in EVE isn't easy there are ways to have fun at expense of veterans of PvP (read vultures, gatecampers, etc.)
What you need: 1) Stripped down frigate (in my case Condor); 2) Up-to-date clone, because you are gonna get podded. Optional: 1) Small afterburn to double your speed.
LET THE FUN BEGIN!!!
1) Map out your route with low sec preference. I usually try to go to Jove space from Caldari. That's a nice 20-30 gate ride with most of sectors being 0.0; 2) Once in low sec, NEVER TURN ON YOUR AUTOPILOT; 3) Instead, choose the needed gate from the overview (if route is mapped, it will be of yellow color) and warp to it manually. That way you'll warp in gate's jumping range and won't have to pedal to it Xkm; 4) NEVER WARP DIRECTLY FROM GATE TO GATE! Gatecampers have a tendency of putting warp disrupting spheres in direct routes to kick ships out of warp many kilometers before the gate, thus having time and space to attack. Warp to something off the beaten path inside of the sector first. This way you're gonna warp to a gate at an angle, which gives you a better chance of missing disrupting sphere. Moons - excellent, Planets - good, Belts - dangerous, Stations - suicide;
All of this will let you extend time of your presence in 0.0 sectors, but eventually you will be targeted and chased. AND THAT'S WERE THE FUN BEGINS.
Some gatecamping groups will only go after you through the gate, others will chase you across the sector. But, if you are lucky, you'll run into a very special type of braindead, who, as a group, will chase you across as many sectors as you can get to. Crossing into other gatecamper's territory!!! And they don't like that 
My personal record so far: 4 groups 3-4 ships each!!!
So, lets recap: One frigate - 25000 ISK One clone - (in my case) 95000 ISK Enjoying the site of 14(!) ships fighting out for a stripped fitted Condor - PRICELESS!

Use MWD not AB.
Otherwise yeah go nuts, fit some weapons and try and kill people too. Although I don't think this is the place for a topic like this.

No, right in the alley of missions and 0.0 exploration. And guns - only civilian railgun from Ibis. It will make for a "great" loot for the winner of the brawl 
And, hell, bring that 1 unit of tritanium you get with Ibis as well |

Until the moon you end up next to happens to also have a couple guns and a warp scrambling tower floating nearby.
I prefer belts over moons, myself.

What a great thread topic!
First of all let me say that the reason said "vultures" shoot at and/or chase you is to defend their space. You may be there just for a bit of fun, but others are there to gather intel, gank, etc. That said, I highly encourage this type of activity. Its fun for everyone involved!
As the last poster mentioned, however, do not warp to moons. They often have player owned stations (POS) that will scram and shoot you. Thats no fun because nobody even gets the killmail with your fail fit out of the deal!

You could also fit a cloak.
... find a nice crowded system where they are very hostile ... words in local can help stir the pot.
Warp to the middle of nowhere and cloak (people and places, just add a bookmark while warping). You could even afk for a few hours ...

Whatever suites you, but the damn thing costs close to a mil. Plus the training gonna get insurance price go up. Last thing I personally want to do, is feed even a semi-good equipment to gatecampers.
But once again, personal preference.

Opportunity cost of not doing something more profitable and fun: 5 - 50M per hour.
Sure if its fun its worth of doing; but in that case might as well spend a few extra mils if you get more out if it that way.
