They're taken from certain COSMOS sites, I believe. Or possibly even from probe scanning related Exploration, as another source. Or something like that, anyway. They're classed as a component used in the manufacture of certain COSMOS BPCs.
I believe there is a potential element of price speculation going on within this component range, due to this Developer blog. Note the section titled "The Sleeper has Awakened". The only two I can see traded in the last month were on the 29th.

Point is. I know it is a Minmatar Cosmos item. I'm interested to know in what specific system and/or place I can find these.
I don't see any speculation on sleeper items and even the Blog is not a reason to do so.

You're right, there is a speculation ongoing. I didn't notice because I have this stuf on stock except the research notes.
In my opinion the speculation is pointless. |

You're entitled to your opinion, but validity of all our opinions is yet to be revealed. 
I'm afraid I don't know exactly where those items are recovered from. You may want to research Minmatar COSMOS information via Google and see which static locations involve the Hacking & Archeology mini profession. Then you may have to do some grunt work, if you have those particular skills.

Out of my head, You have Cosmos item from Minmatar in the ANI constellation, Inder and Hjoramold i know have codebreaker/analyzer cans in them. How it is with Traun, Tvink, Lanngisi and the rest i really don't know since i haven't investigated them.
