Ok so i'm sitting in 00 space with no docking rights, wars and such
but is there a way using the map to find the nearest station under npc control?

Quite simply, no.
Some general things to be aware of: 1. Nearly all 0.0 regions which border Empire (lowsec and highsec) regions have at least some NPC stations. 2. The only exceptions to this I'm aware of are the newer Drone regions,. The Drone regions have no npc stations, as all stations in them are player constructed outposts. There may be one or two others, possibly that crappy region to the north of gallente space (Fade, iirc). 3. Some 0.0 empire border regions are all npc (Syndicate, Great Wildlands, Curse, etc) and some are hybrid player-npc (Geminate, Providence I think, and a few others). 4. As you go deeper into 0.0, there are very few, if any, NPC stations. The only exceptions I'm aware of are Stain (all npc), Outer Ring (all npc), Fountain (hybrid), and Delve (hybrid). Again, I'm not that familiar with the Northeast, so there may be other exceptions up that way.

You need a map ;)
In-game, you can use the station services filter (select cloning) to find nearby stations, but you'll need to show-info on the stations to see which ones are player controlled vs. NPC. |

Better off looking under the Star Map/Services/Fitting. Not all NPC stations have cloning facilities, but they ALL have fitting. |

You could use Grismar's Explorer. Use it with the in-game browser and it will provide context menus so that you can right-click and set your destination. |
