They need to get standings working. So pirate A, who spends all day in caldari space wacking caldari folks, should not be allowed to dock at a caldari owned or supported station.
Pirate B who spends all day out blasting amarrs, then runs back to caldari space? let'm dock. (like priviters. bah national scationed pirated, prey on thier foes with out involving thier true navy)
But a group who wacks anyone, from any empire should be prevented from useing any of the empires stations and such. Froce them out to 0.0 space where they should be. Stations out thier i could see "forgeting" said pirate/group is hated by thier supporting empire. (if they even have one)
Or - forget this pirates protecting the rare ores. And let pirates ally with the pirate nations. This would give pirates a place to hang out. Espicaly the ones who attack anybody. Then just spread the rarer ores out, and make some odd ball 5th party group guard all the ores. (The pirates gurading ores was put in to keep newbie from cleaning up off ark and other high isk ores.)
Just have the belts "guarded" by some other group, Bubbas pirates or somehting. Then have the normal npc priates be just that. - gate campers, the odd belt patrol.
This would force pc pirates to limit thier area of actions, either by limiting thier choice of victims, or by forceing them to travle a long ways to be able to dock.
Either of which would help this issue. After all even real pirates either limited who they preyed apon. Or made sure to avoid everyones docks save thier own pirate havens.
But as it stands, thiers no down side to being a pirate, none. nada, zip, zero, ziltch. Pirate all day, killing as many caldari folks as you like. Then go dock at a caldari station for a nice cup of tea. Have a chat with the cops. Then leave to do more when your ready.
Pirateing is ment to be easy isk. But as it stands, thier are no down sides to being a pirate. Oh sure "We could all band togeather and go attack them"
But, no one wants to be the poor sod out a week or mores work just to drive the pirates away for a day or 2
Mabye if these big corps did something about it. Or offred to rpl any ships lost by players aginst the pirates in a big raid aginst them, but don't see that happening. (after all the big corps WANT me to lose my ship, as i'd have to buy another one from them.)
