You wont be able to do that solo. While it is mathematically possible, it is extremely unlikely. Eve rewards cooperation when it comes to large scale stuff like that, and even low-level player owned stations are very very expensive.
I prefer to solo a lot too, but if you want to play with the big boys, you will need to either join an existing corporation or start one of your own. And its not as easy as you might think.

If your goal is to solo your way to a Player Owned Station, yes, it is likely an exercise in futility. But it is not technically impossible.

They are specialty vessels with specific roles. People often decide to train for them instead of cruisers, and they are comparable in a lot of ways. But they are expensive, and cruisers are faster to train for, so most people take the cruiser route.
If you plan on engaging in PvP, they will be worthwhile to train. If you plan on PvE mostly, I would only train for them if you like flying small ships.

I think there's a toggle that allows you to make them public or private. Mostly they are used by other people to get a rough idea of your skill level in a given area (for example, if you want to join a player corporation, they may require you to have a minimal set of skills). The general consensus seems to be that they need some tweaking.
Certificates can give you a good idea of where to start training for a certain area...for example, finding out what skills you will need if you plan on shield tanking, ect. IMO, they are valuable to new players for this reason. I wish I'd had these available when I started playing Eve.
